Corrupt according to the latest news. Tried to get contractors to backdate documentation on hotel security in Melbourne during covid quarantine. They saw an opportity to make immense profits and took the contract without any of the responsibility and are now trying to hide their incompetence. The Victorian covid outbreak is a result of their incompetence, greed and lack of ethics.
